Real-ESRGAN

Real-ESRGAN upscales low-resolution images and video up to 4x while sharpening detail and reducing noise, using deep convolutional networks. Originally built for upscaling anime, it handles photographic content just as well, and archivists use it to restore footage that was captured at insufficient resolution in the first place.
